MARTINSBURG, W. Va. — 88 indictments were handed down this week by a Grand Jury in
Berkeley County.
Berkeley County Prosecuting Attorney Catie Wilkes Delligatti
announced the February 2022 term of Grand Jury convened Tuesday, February 15
at the Berkeley County Judicial Center. The Grand Jury deliberations lasted through Friday.
Indictments ranged from felony murder, sex abuse and grand larceny to drug charges, domestic battery and child
abuse.
Here is the list of indictments from the Prosecuting Attorney’s office:
HABIB AMIR ALI, 73, of no fixed address, was charged with three counts of Failure to Update
Sex Offender Registry, Second Offense.
FORREST KRAIG ANDERSON, 30, of no fixed address, was charged with Grand Larceny.
TERRY LEE ARNETT, 39, of no fixed address, was charged with Murder.
IYANNA DANIELLE BEASLEY, 24, of Martinsburg, West Virginia, was charged with
Distribution of a Synthetic Cathinone and two counts of Conspiracy to Distribute a Synthetic
Cathinone.
CODY DANIEL BITNER, 28, of Hedgesville, West Virginia, was charged with twenty-five
counts of Distribution of Material Depicting Minors Engaged in Sexually Explicit Conduct and
Possession of Material Depicting Minors Engaged in Bestiality.
ROBERT ALAN BLAUCH, a/k/a D.C. Rob, 27, of Sykesville, Maryland, was charged with four
counts of Distribution of Synthetic Cathinone, Possession with Intent to Distribute a Synthetic
Cathinone, and Conspiracy to Possession with Intent to Distribute a Synthetic Cathinone.
KODEE ALLEN BRANCHE, 22, of Martinsburg, West Virginia, was charged with Burglary,
Sexual Abuse in the First Degree, and Domestic Battery.
DEMETRIUS VICTOR BROWN, 36, of Upper Marlboro, Maryland, was charged with
Distribution of Fentanyl, Possession with Intent to Distribute Synthetic Cathinone, Possession
with Intent to Distribute Cocaine, Possession with Intent to Distribute Phencyclidine (PCP),
Person Prohibited from Possession of a Firearm, Fleeing from a Law Enforcement Officer While
DUI, Fleeing from a Law Enforcement Officer with Reckless Indifference.
MICHAEL DE’JON BROWN, 26, of Martinsburg, West Virginia, was charged with Possession
with Intent to Deliver Fentanyl and Possession with Intent to Deliver Synthetic Cathinones.
TYRONE MICHAEL BRYAN, 35, of Temple Hills, Maryland, was charged with Grand
Larceny, Fleeing From a Law Enforcement Officer with Reckless Indifference, Felony
Destruction of Property, Offense By Inmate (Making Correctional Facility Less Secure), and
Offense by Inmate (Destruction to Jail or Prison Facility).
ISAAC CHANCE BURKE, 24, of Martinsburg, West Virginia, was charged with Breaking and
Entering of a Non-Dwelling, Conspiracy to Commit Breaking and Entering of a Non-Dwelling,
Felony Destruction of Property, and Conspiracy to Commit Felony Destruction of Property.
JUSTIN BRENT BURKE, 32, of Bunker Hill, West Virginia, was charged with Malicious
Wounding, Attempted Murder, and Felony Leaving the Scene of an Accident Resulting in
Serious Bodily Injury.
PAMELA J. BURLESON, 57, of Gerrardstown, West Virginia, was charged with Financial
Exploitation of an Elderly Person and Grand Larceny.
TAYVON JAMAR BYAS, 29, of Germantown, Maryland, was charged with Conspiracy to
Possession with Intent to Distribute a Synthetic Cathinone.
DEENA LEE CADY, 37, of Falling Waters, West Virginia, was charged with Possession with
Intent to Distribute Methamphetamine, Possession with Intent to Distribute Cocaine Base,
Possession with Intent to Distribute Heroin, Possession with Intent to Distribute a Synthetic
Cathinone, and Distribution of Fentanyl.
DARNELL KEITH CAREY, 43, of Martinsburg, West Virginia, was charged with Murder,
Conspiracy to Commit Murder and Offense by Inmate Resulting in Death.
KASEY TROY CAREY, 38, of Woodsboro, Maryland, was charged with Possession with Intent
to Deliver Cocaine, Conspiracy to Possess with the Intent to Deliver Cocaine, Possession of
Marijuana, Conspiracy to Possess Marijuana, Possession of Gabapentin, Conspiracy to Possess
Gabapentin, Expired Registration, and Driving on a Suspended License.
ADAM DONAHUE CULLEN, 47, of Hedgesville, West Virginia, was charged with Failure to
Update Sex Offender Registry, Second Offense.
JAMES NELSON CULLISON, 20, of Martinsburg, West Virginia, was charged with Gross
Child Neglect Creating Substantial Risk of Serious Bodily Injury, Conspiracy to Commit Gross
Child Neglect, Child Abuse Resulting in Serious Bodily Injury, and Conspiracy to Commit Child
Abuse Resulting in Serious Bodily Injury.
JOSHUA EARL CUPP, 35, of Williamsport, Maryland, was charged with Murder, Conspiracy
to Commit Murder and Offense by Inmate Resulting in Death.
In a separate superseding Indictment, JOSHUA EARL CUPP was charged with five counts of
Possession of a Weapon in Jail and Possession of a Dangerous Material or a Weapon in Jail.
TAVION JOSHUA DAWSON, 19, of Martinsburg, West Virginia, was charged with Sexual
Assault in the Third Degree.
JEREMY LLOYD DILLOW, 22, of Martinsburg, West Virginia, was charged with Grand
Larceny and Conspiracy to Commit Grand Larceney and two counts of Tampering with a
Vehicle.
LEONARDO PIO DIMEO, 20, of Martinsburg, West Virginia, was charged with Possession of
Child Pornography.
AHMIR KHALIL DUCKETT, 22, of Martinsburg, West Virginia, was charged with two counts
of Robbery First Degree and two counts of Conspiracy to Commit Robbery.
WILLIAM RICHARD ENGLE, II, 30, of Martinsburg, West Virginia, was charged with two
counts of Third Offense for Shoplifting.
CHARLES JOSEPH EUBANK, 26, of Kearneysville, West Virginia, was charged with was
charged with two counts of Distribution of a Synthetic Cathinone and two counts of Conspiracy
to Distribute Synthetic Cathinone.
RANDALL CRAIG FISHER, 48, of Martinsburg, West Virginia, was charged with two counts
of Burglary and two counts of Conspiracy to Commit Burglary.
LARRY EDGAR FRAME, 39, of Martinsburg, West Virginia, was charged with Possession
with Intent to Distribute Fentanyl and Conspiracy to Possession with Intent to Distribute
Fentanyl.
TERRENCE LEE FREDERICK, 58, of Berkeley Springs, West Virginia, was charged with two
counts of Third Offense for Shoplifting.
LOTTA MICHAEL GRAY, 18, of Martinsburg, West Virginia, was charged with Sexual Abuse
in the First Degree, two counts of Sexual Assault in the Second Degree, and two counts of
Sexual Assault in the Third Degree.
DAVID LEE GREGORY, 32, of Martinsburg, West Virginia, was charged with Third Offense
for Driving Under the Influence of Alcohol and Third Offense for Driving While License
Revoked for DUI.
NAJEE IKEIM GRIFFIN, 31, of Martinsburg, West Virginia, was charged with Person
Prohibited from Possession of a Firearm.
AMBER NICHOLE GUEVARA, 36, of Martinsburg, West Virginia, was charged with
Possession with Intent to Distribute Fentanyl, Conspiracy to Possession with Intent to Distribute
Fentanyl, Possession with Intent to Distribute Synthetic Cathinone, Conspiracy to Possession
with Intent to Distribute Synthetic Cathinone, Distribution of Synthetic Cathinone, and
Conspiracy to Distribute Synthetic Cathinone.
RAKEEM HAMMOND-FIELDS, 20, of no fixed address, was charged with Breaking and
Entering of a Non-Dwelling, Conspiracy to Commit Breaking and Entering of a Non-Dwelling,
Misdemeanor Destruction of Property, and Conspiracy to Commit Misdemeanor Destruction of
Property.
DARIUS RILEY HEDRICK, 24, of Martinsburg, West Virginia, was charged with Felony
Leaving the Scene of an Accident Resulting in Death and Negligent Homicide.
RIDA SHAHID HENDERSHOT, 30, of Kearneysville, West Virginia, was charged with Murder
and Use of a Firearm During the Commission of a Felony.
KYLAND LEE HOUGH, 26, of Inwood, West Virginia, was charged with Malicious Wounding.
CHAD MICHAEL HOUSE, 31, of Martinsburg, West Virginia, was charged with two counts of
Possession of a Controlled Substance in Jail and Possession of a Dangerous Material in Jail.
RAPHAE JAMAAL HUBBARD, 32, of Waynesboro, Pennsylvania, was charged with
Possession of a Weapon in Jail by an Inmate and Threatening a Public Official.
KIANA CHANTEL JACKSON, 41, of Woodsboro, Maryland, was charged with Possession
with Intent to Deliver Cocaine, Conspiracy to Possess with the Intent to Deliver Cocaine,
Possession of Marijuana, Conspiracy to Possess Marijuana, Possession of a Gabapentin, and
Conspiracy to Possess Gabapentin.
CHRISTINA ANN JOHNSON, 44, of Martinsburg, West Virginia, was charged with Gross
Child Neglect Creating Substantial Risk of Serious Bodily Injury and Conspiracy to Commit
Gross Child Neglect.
DENNIS EARL JOHNSON, 44, of Martinsburg, West Virginia, was charged with Gross Child
Neglect Creating Substantial Risk of Serious Bodily Injury and Conspiracy to Commit Gross
Child Neglect.
PAUL ANTHONY JONES, 34, of Kearneysville, West Virginia, was charged with Breaking and
Entering of a Building Other than a Dwelling, Petit Larceny, and Public Intoxication.
RONALD GLENN KISNER, II, 36, of Harpers Ferry, West Virginia, was charged with three
counts of Indecent Exposure Third or Subsequent Offense.
BRENDA GAIL LEE, 60, of Baltimore, Maryland, was charged with Transport a Controlled
Substance into Jail and Conspiracy to Transport a Controlled Substance into Jail.
AARON CURTIS LEWIS, a/k/a BOLO, 38, of Martinsburg, West Virginia, was charged with
Possession with Intent to Distribute Cocaine Base, Possession with Intent to Distribute Fentanyl,
and Person Prohibited from Possession of a Firearm.
CHRISTIAN MATTHEW LLOYD, 30, of Elkins, West Virginia, was charged with Third
Offense for Shoplifting.
JASON THEODORE MALCOLM, 51, of Gerrardstown, West Virginia, was charged with
Malicious Wounding and Conspiracy to Commit Malicious Wounding.
ROBERT CLARKE MCDANIEL, 30, of Kearneysville, West Virginia, was charged with two
counts of Distribution of a Synthetic Cathinone, two counts of Conspiracy to Distribute Synthetic
Cathinone, and Transporting a Controlled Substance into Jail.
MEGAN ROSE MCDANIEL, 24, of Inwood, West Virginia, was charged with Transport a
Controlled Substance into Jail and Conspiracy to Transport a Controlled Substance into Jail.
WILLIAM ALLEN MILLER, III, 41, of Martinsburg, West Virginia, was charged with Sexual
Abuse by a Parent, Guardian, Custodian or Person in a Position of Trust and Domestic Battery.
BRIANNA NICOLE MILLS, 22, of Waynesboro, Pennsylvania, was charged with two counts of
Distribution of Cocaine Base, two counts of Conspiracy to Distribute Cocaine Base, Possession
with Intent to Distribute Fentanyl, Conspiracy to Possession with Intent to Distribute Fentanyl,
Possession with Intent to Distribute Cocaine Base, Conspiracy to Possession with Intent to
Distribute Cocaine Base, Possession with Intent to Distribute Cocaine, Conspiracy to Distribute
Cocaine, Possession with Intent to Distribute Oxycodone, and Conspiracy to Possession with
Intent to Distribute Oxycodone.
ANGELA RACHELLE MURRAY, 44, of Martinsburg, West Virginia, was charged with
Possession with Intent to Distribute Fentanyl and Conspiracy to Possession with Intent to
Distribute Fentanyl.
KENNETH SCOTT NOBLE, 43, of Martinsburg, West Virginia, was charged with Malicious
Wounding and Conspiracy to Commit Malicious Wounding.
CRAIG ORNDORFF, 35, of Martinsburg, West Virginia, was charged with Possession with
Intent to Distribute Fentanyl, Conspiracy to Possession with Intent to Distribute Fentanyl,
Possession with Intent to Distribute Synthetic Cathinone, Conspiracy to Possession with Intent to
Distribute Synthetic Cathinone, three counts of Distribution of Synthetic Cathinone, Distribution
of Fentanyl, Distribution of Buprenorphine, and two counts of Conspiracy to Distribute Synthetic
Cathinone.
JACK JASON PARSONS, 36, of Bluefield, West Virginia, was charged with three counts of
Possession of a Controlled Substance in Jail, Possession of a Weapon in Jail, and Possession of a
Dangerous Material in Jail.
CHAD WAYNE PHILLIPS, 39, of Inwood, West Virginia, was charged with Possession with
Intent to Deliver Fentanyl and Transport a Controlled Substance into Jail.
CARL LEE RANKIN, JR., 31, of Martinsburg, West Virginia, was charged with Distribution of
a Synthetic Cathinone.
JAMUS LAMARK REDMAN, 55, of Martinsburg, West Virginia, was charged with Possession
with Intent to Distribute Cocaine Base.
MARTIN WAYNE RIDGEWAY, 31, of Martinsburg, West Virginia, was charged with Third
Offense Driving While License Revoked for DUI and Grand Larceny.
CHARLES ROBINSON, JR., 39, of Inwood, West Virginia, was charged with Distribution of
Cocaine Base and Conspiracy to Distribute Cocaine Base.
ISAIAH DWIGHT ROBINSON, 50, of Martinsburg, West Virginia, was charged with Driving
Suspended, Fleeing on Foot, Possession with Intent to Deliver Fentanyl, Possession with Intent
to Deliver Cocaine, and Possession with Intent to Deliver Synthetic Cathinones.
BRUCE WAYNE SCHMIDT, 38, of Martinsburg, West Virginia, was charged with Sexual
Abuse in the First Degree and Sexual Abuse by Person in a Position of Trust.
FLOYD EDWARD SEARS, III, 29, of no fixed address, was charged with Breaking and
Entering of a Non-Dwelling, Conspiracy to Commit Breaking and Entering of a Non-Dwelling,
Misdemeanor Destruction of Property, and Conspiracy to Commit Misdemeanor Destruction of
Property.
GARY THOMAS SIMS, 31, of Martinsburg, West Virginia, was charged with Felony
Destruction of Property.
MOHAMMED S. SIRLEAF, 25, of Gaithersburg, Maryland, was charged with two counts of
Robbery First Degree and two counts of Conspiracy to Commit Robbery.
In a separate Indictment, MOHAMMED S. SIRLEAF was charged with Malicious Wounding,
two counts of Wanton Endangerment, Brandishing a Deadly Weapon, and Domestic Battery.
ANTHONY JOSEPH SMITH, 25, of Martinsburg, West Virginia, was charged with three counts
of Malicious Wounding, three counts of Wanton Endangerment, and Falsely Reporting an
Emergency Incident.
HECTOR LUIS SOTO, III, 41, of Martinsburg, West Virginia, was charged with Possession
with Intent to Distribute Fentanyl, Conspiracy to Possession with Intent to Distribute Fentanyl,
Possession with Intent to Distribute Synthetic Cathinone, Conspiracy to Possession with Intent to
Distribute Synthetic Cathinone, two counts of Distribution of Synthetic Cathinone, and two
counts of Conspiracy to Distribute Synthetic Cathinone.
RONALD LOUIS STECKER, JR., 39, of Glen Burnie, Maryland, was charged with three counts
of Sexual Assault in the Second Degree and three counts of Sexual Abuse by Parent, Guardian,
Custodian or Person in a Position of Trust.
ANTHONY ALLEN STEWART, 29, of Martinsburg, West Virginia, was charged with Grand
Larceny, two counts of Fleeing with Reckless Indifference, Failure to Stop, Driving with a
License, Speeding, and Left of Center.
DILLON DAKOTA STRICKLER, 26, of Clearbrook, Virginia, was charged with Breaking and
Entering of a Non-Dwelling, Conspiracy to Commit Breaking and Entering of a Non-Dwelling,
Felony Destruction of Property, Conspiracy to Commit Felony Destruction of Property, and Petit
Larceny.
STACEY LEE TAYLOR, 38, of Martinsburg, West Virginia, was charged with fifteen counts of
Sexual Assault in the First Degree, five counts of Sexual Assault in the Third Degree, twenty
counts of Sexual Abuse by a Parent, Guardian or Custodian, and twenty counts of Incest.
GERALD ANTHONY TONSIL, JR., 30, of Waynesboro, Pennsylvania, was charged with two
counts of Distribution of Cocaine Base, two counts of Conspiracy to Distribute Cocaine Base,
Possession with Intent to Distribute Fentanyl, Conspiracy to Possession with Intent to Distribute
Fentanyl, Possession with Intent to Distribute Cocaine Base, Conspiracy to Possession with
Intent to Distribute Cocaine Base, Possession with Intent to Distribute Cocaine, Conspiracy to
Distribute Cocaine, Possession with Intent to Distribute Oxycodone, and Conspiracy to
Possession with Intent to Distribute Oxycodone.
D’ANDRE RASHAD TRAYHAM, 33, of Martinsburg, West Virginia, was charged with
Malicious Wounding.
STEVEN LEWIS TWIGG, 34, of Martinsburg, West Virginia, was charged with two counts of
Transport a Controlled Substance into Jail.
RHIANNON ISIS VENIS-PATE, 22, of Martinsburg, West Virginia, was charged with Gross
Child Neglect Creating Substantial Risk of Serious Bodily Injury, Conspiracy to Commit Gross
Child Neglect, Child Abuse Resulting in Serious Bodily Injury, and Conspiracy to Commit Child
Abuse Resulting in Serious Bodily Injury.
WILLIAM FRANKLIN WALDRON, III, 23, of Inwood, West Virginia, was charged with
Possession of a Controlled Substance in Jail, Transport a Controlled Substance into Jail, and
Conspiracy to Transport a Controlled Substance into Jail.
JERROD E. WARD, 28, of Charles Town, West Virginia, was charged with two counts of
Distribution of Synthetic Cathinone, Distribution of Fentanyl, and Distribution of Cocaine Base.
SCOTT EUGENE WARNER, 34, of Gerrardstown, West Virginia, was charged with Burglary
and Grand Larceny.
BRANDON RUSSELL WARREN, 29, of Martinsburg, West Virginia, was charged with nine
counts of Distribution of Material Depicting Minors Engaged in Sexually Explicit Conduct
(Greater than 50, but less than 600 Images).
THEODORE ROOSEVELT WASHINGTON, 34, of Hagerstown, Maryland, was charged with
Possession with Intent to Distribute Synthetic Cathinone and Possession with Intent to Distribute
Marijuana.
KENNETH MICHAEL WEBBER, 30, of Martinsburg, West Virginia, was charged with
Possession with Intent to Distribute Fentanyl and Conspiracy to Possession with Intent to
Distribute Fentanyl.
JERRY LYNN WEESE, 55, of Martinsburg, West Virginia, was charged with Possession of a
Stolen Vehicle.
BRIAN LEE WHALEN, 50, of Martinsburg, West Virginia, was charged with Indecent
Exposure Third or Subsequent Offense.
NICHOLAS VANCE ZDZIERA, 35, of Martinsburg, West Virginia, was charged with
Possession with Intent to Distribute Fentanyl and Possession with Intent to Deliver Heroin.

evidence of guilt. Each defendant is presumed innocent until and unless proven guilty.”
