INWOOD, W.Va. — An early morning domestic violence incident has resulted in the arrest of 
an Inwood man.
The Berkeley County Sheriff’s Office tells The Panhandle News Network the call came in around 3:42
Monday morning. Deputy Carroll met the caller at a convenience store near Inwood.
The victim said her boyfriend, identified as Kwinten Foster, 27, had been drinking since 5:00 the previous afternoon.
She told the deputy that Foster beat her up and strangled her.
The woman was able to gather her two children and leave the residence, according to police.
Units responded to the residence where Foster refused to answer the door. They learned Foster had firearms
“all through the residence” and that he is in fact prohibited from possessing firearms due to a 2019 domestic battery
case involving the victim.
Patrol units stayed on scene, for the safety of the subdivision while officers got a warrant.
In order to safely execute the arrest, the BCSD SWAT Team was activated and was able to get Foster to
surrender without incident.
“During a search of the residence three rifles, one shotgun, and a handgun were seized,” according to the press
release. Foster was then transported to the Eastern
Regional Jail to await arraignment on the charge of Strangulation. Additional Charges
will be forthcoming in reference to the firearms.
Foster could face federal charges as a result of the investigation.
