Eastern Panhandle Transit Authority Announces Bidding Schedule for Martinsburg Multimodal Transit Center

 

MARTINSBURG, W.Va. — A timeline has been released for the bidding and construction of the Eastern Panhandle Transit Authority’s  Multimodal Transit Center, planned for Martinsburg.

A recent social media post reveals the facility is set to tentatively begin this May and take about 10 months to finish.

Project Scope of Work: The Work consists of the construction of an entire new Transit
Center facility included a 6,300SF administrative building, 25,000SF maintenance and
storage building, two canopies for bus transfer and fueling stations, complete with all
civil construction of roadways/utilities/parking.
Project Timeline for Completion: From the Notice to Proceed (Tentatively scheduled
for May 2, 2024) the contractual timeline states the work shall achieve Substantial
Completion 305 Calendar Days (10 months or March 3, 2025) from Notice to Proceed,
with Final Completion not to exceed a maximum of another following 45 Calendar Days
(April 17, 2025).
Acquiring Bidding Documents: Plans, specifications, and addenda for this project are
available on-line through Michael Baker International, Inc. upon request. Bidders must

Pre-Bid Meeting: The non-mandatory Pre-Bid Meeting will consist of a formal agenda
meeting for project briefing and solicitation requirements with a question-and-answer
session. An onsite tour will follow the formal meeting, regrouping at the project site. The
formal agenda meeting will take place at the MRB airport – FBO terminal located at 170
Aviation Way, Martinsburg WV 25405 in the Richard Wachtel Conference Room, 2nd
Floor at 10:00AM. Following the end of the Q&A session, all members will regroup to
the project site located at 412 West Race Street Martinsburg, WV 25401. While
attendance is not mandatory, Bidders are encouraged to attend. This meeting will
provide prospective Bidders an opportunity to seek clarification and raise concerns
related to the Solicitation. This meeting will also provide an opportunity to view current
conditions at the location.
Pre-Bid RFI’s: All questions, requests for information, and Pre-Bid material
substitutions, must be submitted in online to Michael Baker (at the same email lists
previously) utilizing the documentation provided.
Addendum Responses: Michael Baker will provide an official written response to
Bidder questions received by the respective deadline in the form of an Addendum. Only
the addenda issued by the Owner shall modify the solicitation documents. All Addenda
shall become part of the IFB and the subsequently awarded Contract.
Bid Due Date: Bids will be received at the Owner’s Reception Desk located in the 446
Novak Drive, Martinsburg, West Virginia 25405 until 2:00PM. When the official clock,
located in the EPTA conference room, reads 2:01PM, Bids are considered late and will
not be considered for award. Immediately following the submission deadline, bids will be
publicly opened and read aloud in the Owner’s Conference Room. Bids must be
submitted on the forms provided.
