MARTINSBURG, W.Va. — Berkeley County has released $350,000 in American Rescue Protection Act
(ARPA) funding for the development of Spring Mills Community Park, a 10-acre recreation site under development in
northern Berkeley County.
The allocation of federal funds to the Martinsburg-Berkeley County Parks & Recreation Board was previously approved
by the Berkeley County Council. ARPA guidelines allow for use of the funding for acquisition of open space for
recreational purposes.
The land, which is owned by the Berkeley County Board of Education, is at Hammonds Mill Road (WV 901) and Saint
Andrews Drive.
With the support of the community and $350,000 in funding from the County Council organizers hope to have this new
park open before summer of 2023,.
More than $140,000 in private funds and in-kind donations have been raised to make the project a reality, according to
Chris Palmer, president of the Martinsburg-Berkeley County Parks & Recreation
Board (MBCPR).
“The Spring Mills community’s support for this park is impressive and we are excited to be able to allocate these funds
in support of this important quality of life project,” according to Berkeley County Council President Doug Copenhaver Jr.
The Martinsburg-Berkeley Parks & Recreation Board approved an agreement in 2020 to lease the property
from the Berkeley County Board of Education for $1 per year. The Spring Mills Community Park project is one of multiple
park and recreation projects in various stages of development in Berkeley County.

Quality of Life funds reserved for project.
–P.O. Faulkner Park: Allocated $200,000 from County’s Quality of Life fund for artificial turf field for use by Berkeley County
American Legion and Martinsburg High School baseball programs.
