MARTINSBURG, W.Va. — Berkeley County Administrator Alan Davis is retiring after nearly nine years at that post. Last week, the Berkeley County Council announced Gary Wine, Berkeley County’s longtime IT Department Director and
Deputy County Administrator has been tapped to be Berkeley County’s next County Administrator.
“Wine, who began working for the County in September 2007, is scheduled to begin his new role with Berkeley
County on July 1,” according to a press release from the county.
The Berkeley County Council on Thursday voted unanimously to hire Wine, who will be paid $205,000
annually.
“Gary has been outstanding in his work for the County as our IT Department Director, and has learned every
aspect of the County in his role as Deputy County Administrator,” said Berkeley County Council President Jim
Whitacre after Thursday’s vote.
Among 24 applicants for the County Council’s top administrative position, Whitacre said Wine was easily the
most qualified for the job. Wine was named Deputy County Administrator in 2018.
“I’m honored and humbled that the Berkeley County Council has entrusted me with this new role and I will
work hard to build upon the great work that County Administrator Alan Davis has done for Berkeley County,”
Wine said.
Davis is retiring, effective June 30, after nearly 18 years with the County.
“Gary brings considerable talent and abilities to the County Administrator position, and I believe the County
will be in good hands under his leadership,” said Davis, who has served as County Administrator since March
2014.
Prior to being hired as Berkeley County’s IT Director, Wine provided IT services to the county on a contractual
basis, beginning in 1998.
Among various duties, the Berkeley County Administrator handles administrative matters for the Berkeley
County Council, including scheduling meetings, preparation of meeting agendas, budget planning, and
supervisory responsibilities related to management of departments and offices under the oversight of the
Berkeley County Council, including Emergency Communications, Emergency Management, Community
Development (Engineering, Planning and Inspections) and Facilities.
