94th District Delegate Larry Kump Talks Budget Surplus, Welcome Center Staffing; Rt. 9 Bypass Ideas

MARTINSBURG, W.Va. — 94th District Delegate Larry Kump was a recent guest on Panhandle Live. He talked about what’s next for the state’s budget surplus. West Virginia’s state government finished the fiscal year with a $1.8 billion surplus and still has $451 million of that unappropriated.

He said there are some decisions to be made.

A long-time item on his wishlist would be the creation of an expanded Rt. 9 or a Rt. 9 bypass around Hedgesville:

He said a concern the Eastern Panhandle legislative delegation is working toward more robust staffing at Berkeley County’s two Welcome Centers on Interstate 81.
