76 Indicted by Grand Jury in Berkeley County

MARTINSBURG, WVa – In the period between February 16th and the 22nd, 76 people have been indicted by the Grand Jury seated in Berkeley County for the month of February.

Berkeley County Prosecuting Attorney Catie Wilkes Delligatti announced the indictments Monday, which included the following:

MIRANDA LEIGH ARRINGTON, 35, of Falling Waters, West Virginia, was charged with two counts of Transporting a Controlled Substance into the State, Delivery of Buprenorphine, and Felony Drug Conspiracy
ROBERT WALLACE BACON, 33, of Falling Waters, West Virginia, was charged with two counts of Distribution of Methamphetamine.
RICHARD BRIAN BASORE, 47, of Gerrardstown, West Virginia, was charged with two counts of Grand Larceny.
NIKKI DANIELLE BRADY, 31, of Harpers Ferry, West Virginia, was charged with Felony Conspiracy and Attempted Possession of a Controlled Substance in Jail by an Inmate.
BRITTANY MARIE BREEDEN, 27, of Martinsburg, West Virginia, was charged with three counts of Forgery, three counts of Uttering, Felony Fraudulent Scheme, and Conspiracy to Commit Fraudulent Scheme.
MICHELLE RENEE BREEDEN, 50, of Harpers Ferry, West Virginia, was charged with Forgery, Uttering, Felony Fraudulent Scheme, and Conspiracy to Commit Fraudulent Scheme.
WILLIAM EDWIN BRINKMEYER, 23, of Martinsburg, West Virginia, was charged with five counts of Sexual Assault in the Third Degree.
ANDREA NICOLE BROCK, 23, of Martinsburg, West Virginia, was charged with Possession with Intent to Distribute Cocaine Base and Conspiracy to Possession with Intent to Distribute Cocaine Base.

TREY CARDALE CAMPBELL, 28, of Martinsburg, West Virginia, was charged with Conspiracy to Transport Controlled Substance into Jail.
TANNER DEAN CANTRELL, 25, of Harpers Ferry, West Virginia, was charged with Soliciting a Minor via a Computer, Sexual Abuse by Parent, Guardian or Custodian, or Person in a Position of Trust, and Imposition of Sexual Acts on Persons Incarcerated or Under Supervision.
BRANDON EUGENE CORBIN, 34, of Ranson, West Virginia, was charged with two counts of Transporting a Controlled Substance into Jail, two counts of Conspiracy to Transport Controlled Substance into Jail, and Possession of a Controlled Substance in Jail by an Inmate. In a separate indictment, CORBIN was also charged with Felony Drug Conspiracy, Attempted Possession with Intent to Deliver Buprenorphine, Attempted Possession of a Controlled Substance in Jail by an Inmate.
JUSTIN ALLEN CORNELL, 29, of Ranson, West Virginia, was charged with Third Offense Shoplifting and Attempt to Disarm an Officer.
MATTHEW TODD CRIM, 29, of Martinsburg, West Virginia, was charged with Transporting a Controlled Substance into Jail, two counts of Conspiracy to Transport Controlled Substance into Jail, and Possession of a Controlled Substance in Jail by an Inmate
CORY NICHOLAS CROUSE, 19, of Martinsburg, West Virginia, was charged with Strangulation and Domestic Battery.
ORVILLE DARBY, 35, of Charles Town, West Virginia, was charged with two Attempted Possession of a Controlled Substance in Jail by and Inmate and Felony Drug Conspiracy.
EDDIE DONIVAN, JR., 50, of Martinsburg, West Virginia, was charged with six counts of Shoplifting Third Offense
SEAN MATTHEW DONIVAN, 34, of Martinsburg, West Virginia, was charged with two counts of Transporting a Controlled Substance into Jail and two counts of Conspiracy to Transport Controlled Substances into Jail.
KENNETH EDGEL DOVE, 38, of Martinsburg, West Virginia, was charged with Felony Drug Conspiracy and Delivery of Buprenorphine.
GEORGE ELMER DUMIRE, 55, of Martinsburg, West Virginia, was charged with Felony Drug Conspiracy, Attempted Possession with Intent to Deliver Buprenorphine, Attempted Possession of a Controlled Substance in Jail by an Inmate.
KERRY RENEE FELL, 43, of Gerrardstown, West Virginia, was charged with Transporting a Controlled Substance into Jail and two counts of Conspiracy to Transport Controlled Substance into Jail. In a separate indictment, FELL was also charged with Conspiracy to Transport Controlled Substance into Jail.
KISHA CHARRISE FISCHER, 44, of Kearneysville, West Virginia, was charged with Third Offense Driving While License Revoked for DUI, Driving Suspended, and Second Offense Driving While License Revoked for DUI.
CULLEN ANTHONY FORSYTH, 22, of Martinsburg, West Virginia, was charged with Flee from Law Enforcement Officer by Use of a Vehicle, three counts of Fleeing from a Law Enforcement Officer with Reckless Indifference, three counts of Possession of a Stolen Vehicle, three counts of Driving on a Suspended License, Petit Larceny, Fleeing from Law Enforcement Officer by Means Other than Use of Vehicle, and Destruction of Property.
NATHAN GERALD FRUTKOFF, 31, of Martinsburg, West Virginia, was charged with Burglary and four counts of Attempted Burglary.
AMBER LOUISE GARDNER, 28, of Hagerstown, Maryland, was charged with Grand Larceny, Conspiracy to Commit Grand Larceny, Breaking and Entering of Automobile, and Conspiracy to Commit Breaking and Entering of Automobile.
AIMEE MORGANNE GORHAM, 29, of Kearneysville, West Virginia, was charged with Felony Conspiracy and Attempted Possession of a Controlled Substance in Jail by an Inmate.
ANGELA DAWN GREGORY, 46, of Hedgesville, West Virginia, was charged with Possession with Intent to Deliver Crack Cocaine, Possession of Heroin, Possession of Methamphetamine, Possession of Alprazolam, and Possession of Methadone.
BRADLEY SCOTT HELON, 29, of Martinsburg, West Virginia, was charged with Felony Conspiracy and Transporting a Controlled Substance into Jail.
BRANDI LEIGH HUTCHINSON, 37, of Hedgesville, West Virginia, was charged with Burglary, Conspiracy to Commit Burglary, Grand Larceny, and Conspiracy to Commit Grand Larceny.
ASHLEY NICOLE JONES, 28, of Kearneysville, West Virginia, was charged with Felony Conspiracy.
HAROLD LEE LAMP, III, 23, of Inwood, West Virginia, was charged with Possession with Intent to Distribute Heroin, Possession with Intent to Distribute Fentanyl, Possession with Intent to Distribute Cocaine, Conspiracy to Possession with Intent to Distribute Heroin, Conspiracy to
Possession with intent to Distribute Fentanyl, Conspiracy to Possession with Intent to Deliver Cocaine, and Possession of Buprenorphine (Suboxone).
ROBERT “BOBBY” LEVERING, 41, of Beaumont, Texas, was charged with Obstructing an Officer and Failure to Report Potential Child Abuse.
JENNIFER LEE LOGAN, 54, of Martinsburg, West Virginia, was charged with Burglary.
JOSEPH DOUGLAS LONG, 19, of Martinsburg, West Virginia, was charged with six counts of Breaking and Entering, Grand Larceny, and two counts of Attempted Breaking and Entering.
TIFFANY CHERRAIN LYLES aka TIFFANY CHERRAIN CAISON, 28, of Sharpsburg, West Virginia, was charged with Attempted Transferring of a Firearm to a Prohibited Person, Conspiracy to Commit Transferring of a Firearm to a Prohibited Person, Solicitation of Illegal Firearms Transfer, and Conspiracy to Commit Solicitation of Illegal Firearms Transfers,
KENNETH MICHAEL MANISCALCO, 37, of Falling Waters, West Virginia, was charged with Attempted Possession with Intent to Deliver Buprenorphine, Attempted Possession of a Controlled Substance in Jail by an Inmate, and Felony Drug Conspiracy.
MICKEY LEE MANKINS, II, 35, of Hagerstown, Maryland, was charged with Grand Larceny, Conspiracy to Commit Grand Larceny, Breaking and Entering of Automobile, and Conspiracy to Commit Breaking and Entering of Automobile.
CYNTHIA MARIEN, 21, of Martinsburg, West Virginia, was charged with two counts of Gross Child Neglect Creating Substantial Risk of Serious Bodily Injury.
JOSEPH GENE MCDANIEL, 28, of Martinsburg, West Virginia, was charged with Grand Larceny and Conspiracy to Commit Grand Larceny.
CORTNEY DANIELLE MCDONALD, 30, of Hedgesville, West Virginia, was charged with Malicious Assault and Domestic Battery.
LACEY ANN MEIKLE-JOHN, 32, of Edgewater, Maryland, was charged with seven counts of Gross Child Neglect Creating Substantial Risk of Serious Bodily Injury.
SKYE LYNN NADENBOUSCH, 25, of Martinsburg, West Virginia, was charged with Transporting a Controlled Substance into Jail, Delivery of Buprenorphine, and Felony Drug Conspiracy.
ROBERT WILLIAM ORR, 40, of Inwood, West Virginia, was charged with Breaking and Entering, Grand Larceny, and Transferring Stolen Property.
SUSAN ELIZABETH PASCO, 54, of Martinsburg, West Virginia, was charged with twenty-five counts of Forgery, twenty-eight counts of Uttering, twenty-six counts of Fraudulent Use of an Access Device, two counts of Financial Exploitation of the Elderly, Embezzlement, and Identity Theft.
TREVOR MATTHEW PENDLETON, 29, of Martinsburg, West Virginia, was charged with Fleeing from a Law Enforcement Officer with Reckless Indifference and Flee from Law Enforcement Officer by Means Other than Use of Vehicle.
HALEE MARIE PHIPPS, 25, of Martinsburg, West Virginia, was charged with Grand Larceny and Conspiracy to Commit Grand Larceny.
RICHARD ALLEN POWNELL, JR., 52, of Martinsburg, West Virginia, was charged with two counts of Possession with Intent to Deliver Fentanyl, Possession with Intent to Deliver Cocaine, and Conspiracy to Possess with Intent to Deliver Fentanyl.
EDWIN JESUS RAMIREZ, JR., 20, of Martinsburg, West Virginia, was charged with Wanton Endangerment.
DALE PIPPEN ALLEN RENNER, 24, of Williamsport, Maryland, was charged with Attempted Murder, Conspiracy to Commit First Degree Murder, four counts of Wanton Endangerment, Use of a Firearm During the Commission of a Felony, and Petit Larceny.
DOMINIQUE NASHELLE RIDLEY, 31, of Martinsburg, West Virginia, was charged with six counts of Child Abuse Creating Substantial Risk of Serious Bodily Injury, thirteen counts of Child Abuse Causing Bodily Injury, and two counts of Conspiracy to Commit Child Abuse Creating Substantial Risk of Serious Bodily Injury.
YASMAN MARIE RIDLEY, 35, of Martinsburg, West Virginia, was charged with six counts of Child Abuse Creating Substantial Risk of Serious Bodily Injury, twelve counts of Child Abuse Causing Bodily Injury, Child Abuse Resulting in Serious Bodily Injury, and two counts of Conspiracy to Commit Child Abuse Creating Substantial Risk of Serious Bodily Injury.
KEVIN SCOTT SANDERS, 54, of Martinsburg, West Virginia, was charged with Possession with Intent to Distribute Heroin and Possession with Intent to Distribute Buprenorphine.
MARCELLUS TEVON SEGAR, 26, of Martinsburg, West Virginia, was charged with Possession with Intent to Distribute Cocaine Base and Conspiracy to Possession with Intent to Distribute Cocaine Base.
TAYLOR JAMES SIPE, 29, of Berkeley Springs, West Virginia, was charged with Conspiracy
to Transport Controlled Substance into Jail.
GRANT WARNER SKINKLE, JR., 64, of Falling Waters, West Virginia, was charged with Sexual Abuse by Parent, Guardian or Custodian, or Person in a Position of Trust and Sexual Abuse in the First Degree.

In a superseding Indictment, DAVID EUGENE STARLIPER, II, 28, of Hedgesville, West Virginia, was charged with twelve counts of Failure to Update Sex Offender Registry, Second Offense, seven counts of Possession of Child Pornography, two counts of Distribution of Child Pornography, four counts of Possession of Child Erotica, and Unlawful Possession of a Firearm.
In a superseding Indictment, RICKY LEE STAUBS, JR., 31, of Martinsburg, West Virginia, was charged with three counts of Third Offense Driving while License Revoked for DUI, Providing False Information to Law Enforcement Officer, Felony Escape, and Obstructing an Officer.
COLETON AARON STOTLER, 29 of Augusta, West Virginia, was charged with Third Offense Driving While License Revoked for DUI.
JASON ALLEN STULL, 34, of Inwood, West Virginia, was charged with Grand Larceny.
JEREMY ALLEN TASKER, 30, of Kearneysville, West Virginia, was charged with Robbery in the Second Degree and Driving Suspended.
KRISTOFER MYKUL TAYLOR, 30, of Winchester, Virginia, was charged with Distribution of Eutylone, Possession with Intent to Distribute Fentanyl, and Possession with Intent to Distribute Eutylone.

DEVIN JAMES YOUNG, 30, of Bunker Hill, West Virginia, was charged with Burglary, Conspiracy to Commit Burglary, Grand Larceny, and Conspiracy to Commit Grand Larceny.
OMAR ZARATE, 28, of Martinsburg, West Virginia, was charged with Sexual Assault in the First Degree, Domestic Assault, Provide False Information to a Member of the West Virginia State Police, Domestic Battery, and Strangulation.
RANDY OATS ZIADY, 55 of Martinsburg, West Virginia, was charged with Possession with Intent to Deliver Heroin, Possession with Intent to Distribute Fentanyl, and Possession with Intent to Deliver Synthetic Cathinones.

“All charges contained in the above-referenced indictments are merely accusations and not evidence of guilt,” a statement from the prosecuting attorney’s office says. “Each defendant is presumed innocent until and unless proven guilty.”
