MARTINSBURG, W.Va. — Anyone planning to build a single family home in Martinsburg will now have to show proof they’ve paid an impact fee to the county first.
The Berkeley County Commission implemented impact fees effective November 1st.
The City of Martinsburg says effective immediately, building permit applicants must provide proof of payment of the impact fee to the Berkeley County Commission prior to the City issuing a building permit.
The fee applies to the construction of new single family homes and per unit on multifamily dwellings. It does not apply to remodels or new commercial structures.
The Berkeley County Commission has established the following procedure for the collection and payment of City of Martinsburg Impact Fees.
In its announcement regarding the fees, the city of Martinsburg laid out the breakdown of the new fees:

Out of the fee structure for a single family home, $874Out of the fee structure for a single family home, $874 of the fee will go to county administration, $1,721 to parks and recreation, and $1,095 to school services.
Out of the fee structure for a multi-family dwelling, (the fee assessed per unit), $621 of the fee will go to county administration, $1,222 to parks and recreation, and $727 to school services.

- Fire and Rescue Services: $1,300
- Law Enforcement Facilities and Services: $372
- Parks and Recreation: $1,721
- Multi-family unit: $3,857

The Berkeley County Commission has established the following procedure for the collection and payment of City of Martinsburg Impact Fees. Applicants should begin the process by visiting the application website set up by Berkeley County.
From the application menu, select “City of Martinsburg Impact Fee.” The applicant must complete the online form in its entirety, including the Lot Number and City Permit Number to ensure accurate processing.
Once the form has been submitted, the impact fees may be paid in one of the following ways:
1. By Phone: Applicants may contact the Berkeley County Planning Department at (304) 264-1963 to make payment with a credit card by phone.
2. In Person: Applicants may deliver a check made payable to Berkeley County Commission to the following address:

Upon payment, a payment receipt will be issued. This receipt should then be presented to the City of Martinsburg to verify that the required impact fees have been satisfied. The receipt may be delivered in the following options:
1. Upload a copy of the receipt to your MGO customer portal.
2. Email the Permit Tech, Brady Michael, at [email protected].
3. Bring a copy to the Planning Department at Martinsburg City Hall, 232 N. Queen Street.
