MARTINSBURG, W. Va. – There were 95 indictments handed down during the most recent session of the Berkeley County Grand Jury.

Prosecuting Attorney Joseph Kinser announces that on Tuesday, February 18, 2025, the February 2025 term of Grand Jury was convened at the Berkeley County Judicial Center. Grand Jury deliberations lasted through Thursday, February 20, 2025. The Berkeley County Prosecutor’s Office announces that the Grand Jury returned a total of 95 indictments.
Indictments were returned against the following individuals for the following counts:
Mandra Lynn Adams, 41, of Martinsburg, West Virginia was charged with Malicious Wounding and Domestic Battery Third Offense.
Ilyas Ismailovich Akhmedov, 42, of Hagerstown, Maryland was charged with six counts of Shoplifting Third Offense.
Jessica Lynn Alger, 43, of Martinsburg, West Virginia was charged with Possession with Intent to Deliver Cocaine, Conspiracy to Deliver Controlled Substances, and Possession with Intent to Deliver Methamphetamine.
Michael A. Austin, 60, of Gerrardstown, West Virginia was charged with Possession of Stolen Property, Conspiracy to Possess Stolen Property, Possession with Intent to Deliver Methamphetamine, Conspiracy to Possess with the Intent to Deliver Methamphetamine, Manufacture of Marijuana, and Conspiracy to Manufacture Marijuana.
Richard Brian Basore, 51, of Gerrardstown, West Virginia was charged with Robbery 1st Degree and Conspiracy to Commit Robbery.
John Allan Billman, 43, of Hedgesville, West Virginia was charged with False Evidence or Forgery of a Registration, Concealment of Serial Numbers on Motor Vehicle, and Driving Suspended.
Alonzo Derrick Bogery, 49, of Martinsburg, West Virginia was charged with Possession with Intent to Distribute Cocaine and Conspiracy to Possess with the Intent to Distribute Cocaine.
Corey Wayne Bond, 29, of Kearneysville, West Virginia was charged with Person Prohibited from Possession of a Firearm and Possession of a Controlled Substance.
Joseph Paul Boyer, 33, of Gerrardstown, West Virginia was charged with Possession of Stolen Property, Conspiracy to Possess Stolen Property, Possession with Intent to Deliver Methamphetamine, Conspiracy to Possess with the Intent to Deliver Methamphetamine, Manufacture of Marijuana, and Conspiracy to Manufacture Marijuana.
Angra Brown, 80, of Bronx, New York, was charged with two counts of Felony Fraudulent Scheme, two counts of Forgery, and Uttering.
Travon Rakim Brown, 36, of Martinsburg, West Virginia was charged with Possession with Intent to Distribute Cocaine Base, Possession with Intent to Distribute Fentanyl, Conspiracy to Possess with the Intent to Distribute Controlled Substances, Possession of Buprenorphine (Suboxone), and Driving without a Valid Operator’s License.
Scott Christopher Browning, 20, of Martinsburg, West Virginia was charged with two counts of Attempted Murder in the First Degree, two counts of Malicious Wounding, four counts of Wanton Endangerment, Use of a Firearm During the Commission of a Felony, and Possession with Intent to Deliver Cocaine.
Tiffany Rae Carter, 50, of Charles Town, West Virginia was charged with two counts of Gross Child Neglect Creating Substantial Risk of Serious Bodily Injury, Driving Under the Influence with an Unemancipated Minor in Vehicle, and Driving Under the Influence of Alcohol.
Mirabela Chiciu, 23, of Baltimore, Maryland was charged with two counts of Grand Larceny and two counts of Conspiracy to Commit Grand Larceny.
Tristao Commodore, 47, of Hagerstown, Maryland was charged with Solicitation of Illegal Firearms Transfer, two counts of Conspiracy to Commit Solicitation of Illegal Firearms Transfer, two counts of Person Prohibited from Possession of a Firearm, Attempted Solicitation of Illegal Firearms Transfer, Attempted Murder, twenty-two counts of Wanton Endangerment, and Use of a Firearm During the Commission of a Felony.
John Alexander Congo, 25, of Hedgesville, West Virginia was charged with Murder and Use of a Firearm During the Commission of a Felony.
Tavares Jamal Lee Cook, 47, of Martinsburg, West Virginia was charged with Possession with Intent to Deliver Methamphetamine, Possession with Intent to Distribute Fentanyl, Possession with Intent to Deliver Heroin, Possession with Intent to Distribute Cocaine Base, Flee from Law Enforcement Officer by Means Other than Use of Vehicle, and Driving without a License.
Tyler Logan Cook, 23, of Martinsburg, West Virginia was charged with Grand Larceny, Conspiracy to Commit Grand Larceny, two counts of Fraudulent Use of an Access Device, Conspiracy to Commit Fraudulent Use of an Access Device, Felony Transferring Stolen Property into the State, and Conspiracy to Commit Felony Transferring Stolen Property into the State.

Howard Nathaniel Cummings, 37, of Hagerstown, Maryland was charged with Strangulation, Malicious Wounding, Domestic Battery, two counts of Domestic Assault, and Violation of a Protective Order.
Tavion Joshua Dawson, 58, of Martinsburg, West Virginia was charged with nine counts of Failure to Update Sex Offender Registry.
Cassandra Marie Dellinger, 32, of Martinsburg, West Virginia was charged with Accessory After the Fact to a Felony.
Shawn Douglas Devlin, 29, of Martinsburg, West Virginia was charged with Distribution of Fentanyl and Conspiracy to Distribute Fentanyl.

Kayla Nicole Ford, 32, of Inwood, West Virginia was charged with Possession with Intent to Deliver Fentanyl, Possession with Intent to Deliver Xylazine, Possession with Intent to Deliver Methamphetamine, Possession with Intent to Deliver Cocaine Base, Conspiracy to Possess with Intent to Distribute Controlled Substances, two counts of Identity Theft, and two counts of Felony Fraudulent Scheme.

Barry Christopher Kidwell, 52, of Kearneysville, West Virginia was charged with Grand Larceny, Breaking and Entering, Felony Transferring Stolen Property, and Petit Larceny.
Robert Dewayne Lane, 44, of Hagerstown, Maryland was charged with Possession with Intent to Deliver Crack Cocaine, Possession with Intent to Distribute Fentanyl, and Possession of a Controlled Substance.
Matthew William Maccord, 39, of Mount Airy, Maryland was charged with three counts of Intimidation of a Public Officer, Domestic Battery, Domestic Assault, three counts of Obstructing an Officer, Attempt to Commit Battery on a Government Representative, Refusal to Fingerprint, and eleven counts of Violation of a Protective Order.

Patrick Aaron McDonald, 44, of Inwood, West Virginia was charged with four counts of Domestic Battery Third Offense, Strangulation, Malicious Wounding, three counts of Domestic Assault Third Offense, and four counts of Violation of Protective Order Second Offense.
Jessica Lynn Metz, 33, of Kearneysville, West Virginia was charged with Possession with Intent to Deliver Cocaine, Possession with Intent to Deliver Methamphetamine, Possession with Intent to Deliver Fentanyl, Possession with Intent to Deliver Zolpidem, and Conspiracy to Deliver Controlled Substances.

Howard Deforest Spurlock, III, 39, of Falling Waters, West Virginia was charged with Burglary, Malicious Assault, five counts of Domestic Battery, Domestic Assault, Strangulation, Malicious Assault, Misdemeanor Destruction of Property, Petit Larceny, and Violation of a Protective Order.
Timothy Dewayne Stewart, Jr., 29, of Martinsburg, West Virginia was charged with Attempt to Commit Arson, Domestic Assault, Obstructing an Officer, and Possession of a Controlled Substance.
Austin Lee Stotler, 24, of Hedgesville, West Virginia was charged with three counts of Sexual Assault in the Third Degree, Possession of Child Pornography, and Use of Minor in Filming Pornography.
Alexis Leane Talley, 34, of Martinsburg, West Virginia was charged with Solicitation of Illegal Firearms Transfer, two counts of Conspiracy to Commit Solicitation of Illegal Firearms Transfer, Felony Transfer of Firearm to Prohibited Person, and Attempted Solicitation of Illegal Firearms Transfer.

David Lee Turner, 57, of Martinsburg, West Virginia was charged with two counts of Malicious Wounding and Attempted First Degree Murder.
Michael Scott Vanmetre, III, 19, of Martinsburg, West Virginia was charged with ten counts of Sexual Assault in the Second Degree, eleven counts of Sexual Assault in the Third Degree, and Soliciting a Minor Via a Computer.

Joshua Leigh Wenk, 39, of Hedgesville, West Virginia was charged with Malicious Wounding.
Julius White, 35, of Harrisburg, Pennsylvania was charged with Robbery 1st Degree, Conspiracy to Commit Robbery, Malicious Wounding, Conspiracy to Commit Malicious Assault, Use of a Firearm During the Commission of a Felony, two counts of Wanton Endangerment, and Person Prohibited from Possessing a Firearm.
Marwin Uriah Wilson, 36, of Martinsburg, West Virginia was charged with Malicious Wounding and Attempted Murder in the First Degree.
Erick Antonio Zuniga Romero, 39, of Silver Spring, Maryland was charged with two counts of Strangulation, two counts of Malicious Assault, four counts of Domestic Battery, and Violation of a Protective Order.
