$20.8 Million RAISE Grant Awarded For Martinsburg’s Greenway Trail Project
MARTINSBURG, W.Va. — The city of Martinsburg will be receiving nearly 21 million dollars in RAISE grant funding earmarked for major trail system upgrades as part of the Greenway Trail Project.
Mayor Kevin Knowles explains where he was when he got the call Monday.

It’s not the only major infrastructure upgrade coming to downtown Martinsburg.
The Martinsburg Greenway Trail project, which will see the construction of 6.2 miles of multi-use trails following the Tuscarora Creek, connecting to the WV Route 9 regional bike trail. The project will also see around 20 improved trail crossings, and the cleanup and removal of abandoned structures.

We are thrilled to announce that the City of Martinsburg has been awarded a $20.8 million RAISE grant for the Martinsburg Greenway Trail Project—a true game changer for our community. This transformative project will create 6.2 miles of dedicated multi-use trails along Tuscarora Creek, connecting to the WV Route 9 regional bicycle trail.
This investment will not only enhance connectivity and recreational opportunities but also address critical infrastructure needs, including cleanup of abandoned structures, slope stabilization, and traffic calming measures.
I want to extend my heartfelt thanks to Senator Shelley Moore Capito for her steadfast support in helping secure this grant. Her dedication to improving our region’s infrastructure and quality of life has been instrumental in making this project a reality.
This is a big win for Martinsburg—a project that moves us forward real quick, real fast and keeps our momentum going strong!
The Martinsburg Greenway Trail project, which will see the construction of 6.2 miles of multi-use trails following the Tuscarora Creek, connecting to the WV Route 9 regional bike trail. The project will also see around 20 improved trail crossings, and the cleanup and removal of abandoned structures. Trail spurs will also be constructed to connect Martinsburg High School with PO Faulker/Charlotte Prather Park, from Frog Hollow to Oak Street Park and from Oatesdale to Raleigh Street Bike Path connecting all major City parks to the Martinsburg Greenway Corridor.
The City of Martinsburg’s ability to provide safe and efficient multimodal transportation through the Project relies on these three essential components:
1) Removal of two abandoned and dilapidated bridge structures; installation of safe multimodal crossings over and along the Tuscarora Creek;
2) Slope stabilization and stream restoration along Tuscarora Creek with replacement of a severely undersized culvert that causes flooding from Oatesdale Park to Adam Stephen House; and
3) Development of 6.2 miles of a 10’ minimum-width paved Greenway Trail with spurs to key destinations in Martinsburg and the regional trail system, including some on-road segments (0.8 miles) that include traffic calming and pavement reduction measures and 20 improved crossings.
