BALTIMORE, MD — The identity of the man who died in custody Saturday in Hagerstown has been released, as well as the names of officers from the Hagerstown Police Department whose actions are being looked into during the ensuing In Custody Death investigation.
A press release shared by the HPD says the following:
The Independent Investigations Division of the Maryland Office of the Attorney General has identified the decedent and the Hagerstown Police Department officers involved in the in-custody death that occurred on October 26, 2024, in Hagerstown.
The decedent has been identified as 46-year-old Kelvin Lashawn Baker of Hagerstown, Maryland.
The officers involved are identified as Captain Tom Langston, a 27-year veteran assigned to the Operations Division; Sergeant Steve Lucas, an 11-year veteran assigned to the Investigations Division, and Officer Zach Rowe, an 8-year veteran assigned to the Operations Division.
The IID continues to investigate the circumstances of the in-custody death.
