MARTINSBURG, W.Va. — Berkeley County Council President Doug Copenhaver presided over his last meeting Thursday.  Former Councilman Dan Dulyea led the honors in praising President Copenhaver:

The Council also recognized the retirement of Virginia Sine. In business matters, Council approved spending $100,000 toward the upcoming Fourth of July celebration.
