HAGERSTOWN, MD — The Hagerstown Police Department wants to hear from anyone who may have been victimized by a sex offender in the Hagerstown area.
42-year-old Joel Morrice Smith (also known as Morrice Joel Smith) was recently arrested after being charged with 2nd Degree Assault, Indecent Exposure and Perverted Practice after he assaulted a young woman inside the 2nd & Charles store on Garland Groh Blvd.
Video footage of this incident that helped lead to identification of the suspect. The Hagerstown PD is coordinating with the State’s Attorney’s Office on appropriate charges and ensuring Smith is fully prosecuted.
Smith has a prior history of sexual violence and was convicted in Baltimore County for Attempted 1st Degree Rape in 2002. He was released from prison in 2015.
Smith is currently being held at the Washington County Detention Center without bond.
Due to Smith’s history of sexual assault, police are asking anyone who thinks they may have been a victim of his in the Hagerstown area and has not reported it, to please contact them.
